  • 4 cups beef broth
  • 2 cups whole milk
  • 12 ounces pasta (such as penne or rotini)

  • 1/4 teaspoon crushed red pepper flakes (optional)
  • 1 cup grated Parmesan cheese
  • 1/2 cup heavy cream
  • 2 tablespoons chopped fresh parsley for garnish

Instructions
